[oslc-core] "One last" change to OSLC Core representations

I believe we have consensus for making this change and the issues that
have been raised by Samit, Andy and Tack have been sufficiently
addressed, at least at the Core level.

I plan to make this last change later today and also to move the Core
spec and associated pages to their final URLs.
