[oslc-core] What is the OSLC Core Namespace URI?

The Core spec seems out-of-sync. I see three variants of the namespace:

1. http://open-services.net/xmlns/oslc# 
2. http://open-services.net/xmlns/oslc-core# 
3. http://open-services.net/xmlns/oslc-core-1.0# 

I assumed #1 was a type so I changed them to #2. Then I saw a statement 
about #3 in [1]

I suggest we just define this as in [1], and then use prefixed names 
beginning with oslc: everywhere else.
