[oslc-core] Proposal to Drop oslc:memberProperty from Query Capability and Use oslc:isMemberProperty in Property

Query Capality resources currently have a oslc:memberProperty  property. 
However, they also have oslc:shape  properties which eventually lead to 
Property resources. I added oslc:isMemberProperty  to Property resources 
in order to make the Query Syntax work.

I therefore suggest that we drop oslc:memberProperty from Query Capability 
since it duplicates information and consumers have to find the Resource 
Shapes anyway in order to discover the allowed properties for queries.
