[oslc-cm] Proposing to contribute the OSLC-CM 3.0 Draft Specification to the OASIS OSLC CCM TC

I propose that we contribute the current OSLC-CM 3.0 Draft Specification to
the OASIS CCM TC. I've updated it with the latest from the various draft
wiki pages and added comments for areas that need update.

We plan to review the contribution and get consensus from the workgroup in
tomorrow's call. This will likely be our final CM working group call now
that the OASIS OSLC CCM TC has started!
