[oslc-cm] Perl module for OSLC-CM

Hi,

This sounds great. There has also been some discussion from some of our 
internal release engineering folks to expose what they are using Perl OSLC 
consumers for Rational Team Concert and Rational ClearQuest.  The general 
OSLC community will find this very useful.  There is already a request [1] 
in the Eclipse Lyo project that is being worked on.
