        Progress on 3.0 items
            need for OR in query - BrianSteele

                Included new request / response header Content-Name in 
proposal
                just need name (dcterms:title) and 
description(dcterms:description)
                considered charset and decided to defer char-encoding
                no need to say anything about DELETE'ing resources
                no need to provide special support for update
                Need to consider if we can allow attachments to other 
places and what constraints to put on it
                consider using 'length' instead of 'size'
