[oslc-cm] OSLC Change Management 2.0 Specifications have reached Finalization phase

I'm pleased to announced that in today's OSLC-CM Working Group meeting 
[1], the Working Group has agreed to promote the 2.0 specification [2] to 
the finalization phase.
In this phase, we'll work to receive implementation feedback, fix grammar 
issues, provide more samples, fix specification defects, etc before 
declaring it final.

Thanks to all the hard-working members of the CM Working Group for 
achieving such an important milestone for lifecycle tool interoperability.
