[oslc-cm] Specification Versioning

The OSLC Core spec says providers MUST respond with the OSLC-Core-Version 
header set to 2.0 if returning a 2.0 resource representation [1]. In the 
CM spec, this is only a SHOULD [2]. I propose we change the SHOULD to a 
MUST to align with the Core spec.
