[oslc-cm] OSLC CM V2 Spec Finalization - TWiki edit privileges

The CM workgroup has moved to the finalization stage for it's V2
specification [1] and Steve has instructed me to limit edit privileges for
the spec documents. While in the finalization stage, authorized editors for
CM specification Steve Speicher and Robert Elves. Proposed changes should
be limited to editorial or accuracy fixes or anything related to
implementation feedback, and should be made through these individuals. At
the end of the finalization stage, edit authorization for Steve and Robert
will be removed. Also, since the CM V2 Covenant page has been completed, it
is locked up with admin edit authority only. Thanks...Scott
