[oslc-cm] Proposed Discussion/Comment resource model for inclusion into Core

No objection here.
... Although it does make me wonder if we need to clean up the
Core/Common areas of the wiki and perhaps draw some distinction
between common and core (or drop the term "common" if it has become
redundant w/Core). Are Comments something that is Core or something
that is common?
