[Oslc-Automation] Actions spec revised

I took a pretty thorough pass through it this morning.

 summarizes the high level open issues that the WG(s) should resolve. 
Lower level open items are in red now.

FYI: Core WG this week had me change the namespace for actions (directly 
in Core instead of spawning a new sub-ns).  Those changes have NOT been 
made, but the need for them is noted in Core-red and there will be a small 
ripple (example) in Automation.
