[Oslc-Automation] OSLC Automation spec updates

Some minor spec updates are available for review/comment.  These are based
on our last workgroup meeting + recent mailing list activity

1.  Additional wording about oslc.properties indicating it should be
supported when the resources are available/accessible:

2. Guidance on how cancelation responses should be handled by both
providers and consumers.

Automation Results based on workgroup discussion (table formatting is still
bad)

4. Updated type and description of oslc_auto:desiredState to be consistent
