Nothing makes one see the incompleteness of any draft like pushing Send, 
sigh.

(4) [4] Row 4 of the compliance table requires oslc.properties on GET. 
Their resources are small enough that they see this as added cost w/o 
added value.


Mike: my reading of [5] is that Core says MAY, in which case that table 
entry should have a Note on it akin to Note 1.
