The CM spec is going through the process of deprecating its usage [1] so I
wouldn't what 2.0 specs have done as a good example.
Your 2nd issue with Jena is an orthogonal issue and shouldn't drive the
inclusion of this in the spec.
Either way, it doesn't appear from the resolutions on your issues page
that what you described is where you landed. You should consider
reopening this.
