[oslc] Announcing the OSLC Open Source project is Live! on SourceForge.net with source

As previously announced and discussed on this mailing list [1], the OSLC 
Open Source project proposal [2] is officially live at SourceForge [3] and 
 with source.

Initial contributions include:
- JUnit-based test suite for service providers.  Tests CM 1.0 and Core 
based service providers.  Tests a range of capabilities such as: service 
discovery, query, creation, update and more.
- ARC2 PHP library for OSLC RDF JSON

Please see follow links for additional details about the project and how 
to contribute.  Expecting more contributions coming soon too.
