[oslc] OSLC Change Management 2.0 Specification is in Convergence and Ready for further Review

I'm pleased to announce that the OSLC Change Management Working Group [1] 
has declared the 2.0 Draft Specification [2] as entering the Convergence 
phase targeting Finalization by June 23, 2010.

During Convergence these tasks need to be performed:
- Community review of current current draft [2] and any issues raised [3]
- Implementation feedback incorporated into draft
- Workgroup resolving issues raised [3]
- Collection of workgroup contributor patent non-assert covenants [4]
