[oslc] OSLC QM V2.0 specification entering convergence

The OSLC Quality Management V2 specification is entering convergence.
During this phase the QM work group invites feed back from the OSLC
community.  Feedback can include, but is not limited to, the QM resource
model, correctness and clarifications, compliance with OSLC Core,
consistency with the other domain specifications, implementation issues,
etc.  Editorial suggestions are also welcome.
